Born in Jersey, Channel Islands on 15 December 1837 to parents Georges Louis Francois Le Blond
( b. 10.5.1804 in Manche, France ) and Jeanne-Marie Catherine Le Monnier ( b. 4 August 1803 ). His parents were married in Portbail, Manche, France on 14 November 1825.
